Avolar has one daily non-stop flight from Cuernavaca Airport to Guadalajara Airport that continues on to Tijuana Airport. Viva Aerobus has a daily non-stop flight from Cuernavaca Airport to its hub at Monterrey Airport. Viva Aerobus operates on the Ryanair model of point-to-point flights and no refunds. It sometime advertises the Monterrey to Cuernavaca flight as a Monterrey to Mexico City (via Cuernavaca Airport). It is a good 90-minute bus ride from Cuernavaca Airport to the Bus Terminal in Mexico City. (Toluca Airport is a more attractive option.)
Cheap Flights from Puebla Airport on Mexican Budget Airline Volaris
Low-cost airline Volaris has daily non-stop flights from Puebla Airport to Cancun, Hermosillo, and Tijuana airports. The flight to Hermosillo also continues daily to Tijuana while the daily non-stop flight from Tijuana continues from Puebla to Cancun. Volaris passengers may use buses for free to and from downtown or the bus station to the Puebla Airport (about 30 minutes).

Avolar has non-stop flights on Monday and Friday from Puebla Airport to Acapulco. These flights continue to Hermosillo and finally terminate in Tijuana.
